v 咨讯：

2023年2月9日欧盟委员会发布一项POPs法规（ (EU）2019/1021）修订草案展开公众评议，评议截止日期为2023年3月9日。该草案提议将全氟己烷磺酸(PFHxS)及其盐和相关化合物列入POPs法规附件Ⅰ，若此次评议通过，POPs法规附件Ⅰ禁用物质清单将由28项增加至29项。

(iii) PFHxS-relatedcompoundswhich, for the purposes of the Convention, are any substance that contains the chemicalmoiety C6F13S- asone of its structuralelements and that degrades to PFHxS.

1. For the purposes of this entry, Article 4(1), point (b), shall apply to concentrations of PFHxS or any of its salts equal to or below 0,025 mg/kg (0,0000025 % by weight) where they are present in substances, mixtures or articles.

2. For the purposes of this entry, Article 4(1), point (b), shall apply to the sum of concentrations of all PFHxS-related compounds equal to or below 1 mg/kg (0,0001 % by weight) where they are present in substances, mixtures or articles.

就本条目而言，第4(1)条第(b)点应适用于物质、混合物或物品中所有PFHxS相关物质浓度总和≤1mg/kg(0.0001%)。

3. For the purposes of this entry, Article 4(1), point (b), shall apply to concentrations of PFHxS and PFHxS-related compounds equal to or below 0,1 mg/kg (0,00001 % by weight) where it is present inconcentrated firefighting foam mixtures that are to be used or areused in the production of other firefighting foam mixtures. Thisexemption shall be reviewed and assessed by the Commission no later than [… PO: please insert the date 3 years after entry into force of this amending Regulation]’.

关于PFHxS：

PFHxS全称为全氟己烷磺酸，其盐类和相关物质常作为全氟辛基磺酸(PFOS)和全氟辛酸(PFOA)的替代品，用于消防泡沫、金属电镀、纺织品、抛光剂、清洁/洗涤剂、涂层、纸品以及电子和半导体制造等领域。PFHxS对环境和人类健康具有重大的危害，欧盟化学品管理局（ECHA）已在2017年7月将其列入高度关注物质（SVHC）清单中。2022年6月PFHxS及其盐和相关化合物已被正式列入《斯德哥尔摩公约》附件 A管理。
